What Changed in the 2.0 Update
The original framework was broad — focused on digital infrastructure, e-governance, and connectivity. The 2.0 version adds dedicated sections on:
- AI ethics and accountability requirements
- Data localization guidelines for sensitive sectors (health, finance)
- Mandatory bias audits for AI systems used in government services
- Sandbox provisions for fintech and AI startups
What This Means for Kathmandu's Startup Scene

The Good: The regulatory sandbox means startups can test AI-powered financial products without full NRB compliance from day one. This dramatically lowers the barrier to innovation in remittance, microfinance, and insurance.
